Daniele Astarita

Principal solution consultant for ACI Worldwide , I assist financial institutions and payment intermediaries across Europe develop their immediate payment strategies and value propositions.
I have worked in the payments industry for over 20 years, developing skills and expertise in transaction banking and consumer payments. As part of ACI’s global team of experts that monitor and analyse industry trends across the payments ecosystem I understand the opportunities that disruptors such as Immediate Payments, SEPA, Payment Hubs, Swift, Blockchain, and PSD2 offer ACI’s customers. Based in Italy, I have consulted on a number of industry forums and I am currently involved in the EBA Open Forum on Instant Payments.

José-Luis Langa got a degree in Economics in the Complutense University of Madrid in 1989 and completed the PhD studies on Economic Finance in the Autónoma University. In between, he qualified in a public competition to get a position in the Central Bank of Spain in 1990. Since 1992, he has been participating in several national and international committees dealing with Payment Systems at the European Central Bank, SWIFT, BIS and other bodies.
In 2000 José Luis was appointed Managing Director of the Interbank Payment Service. In 2005, when the later company was transformed to create Iberpay, he acted as its interim Managing Director. His current position in Iberpay is Deputy Managing Director where he is responsible for international and business development areas.

Fabrizio Dinacci

Team Lead of the TIPS Evolution Team at the European Central Bank (ECB). In the past, covering positions in Banca d’Italia and the European Central Bank, he has contributed to the preparation and the management of operations of TARGET2 and T2S. In 2017, he joined the TIPS team at the ECB and is actively contributing to all the major dossiers related to the instant payment solution of the Eurosystem. Particularly involved in all the activities that led to the implementation of the pan-European reachability package that made of TIPS the backbone for the entire infrastructure for instant payments in euro.

Petia Niederländer

Petia took over the role Director for Payments, Risk Monitoring and Financial Literacy of the Oesterreichische Nationalbank (OeNB) in February 2021. She leads the payments strategy and policy as well the work on the digital Euro project within the central bank of Austria. She is member of ECB’s Market Infrastructure Board, chairs the National Payments Committee. Prior to her role in the Austrian National Bank, Petia had several management positions in one of the biggest Retail Banks in Austria, served on the board of EBA Clearing as well as national and international payments bodies. She has more than 15 years of professional experience in payments and banking and holds a master degree in investment banking from Vienna University of Economics.

Stelios Georgakis

Stelios joined the Central Bank of Cyprus (CBC) in 1992, after qualifying as a Chartered Accountant with Coopers & Lybrand (now PwC) in the UK. In January 2013 he became the Head of the Licensing and Regulatory Compliance Section of the Supervision Division. As such, he negotiated the AML action plan with the Troika relating to the banking sector, and oversaw its successful implementation. With the introduction of the Single Supervisory Mechanism (SSM) of the European Central Bank, he became responsible for the On-Site Inspections, the AML/CFT supervision and the prudential supervision of credit, payment and e-money institutions that fall outside the scope of the SSM. In March 2017 he became Head of the supervision of significant and less significant credit institutions. He was the CBC member of the EBA Board of Supervisors and alternate member of the Supervisory Board of the SSM. As of 1 November 2020, he is Head of the Financial Market Infrastructures & Payments Department. Stelios also holds a B.Sc.(Hons) in Civil Engineering and an MBA.

Francis is Heading the Industry Engagement for Global Cash Management.
Before he was heading the SEPA offering for the BNPP Group and taking care of the Payment Regulations related to Cash Management.
He has held several different senior managerial positions and was member of the board at AGF Belgium Bank.
He is a payments and clearing expert and was involved in the SEPA process since the start.
Francis is a member of various industry committees and represents BNP Paribas in several forums related to development of payments, e-payments and cash management, including the EPC, Swift and EBA Clearing.
He is EPC Scheme Management Board member, was member of the ECB-TIPS Task Force and co-chaired the ERPB e-mandates working group. Currently he is an active member in the SEPA Request to Pay project, and the IXB initiative

Francois is Head of Payments Go-To-Market for Europe at Swift. Based in Belgium, he is mainly responsible for supporting global business product programmes including Swift gpi, ISO 20022, transaction management, SWIFT Go and Swift’s instant & frictionless strategy for the European market.

Prior to his current role, Francois was involved in a number of large payment initiatives in the European market: SWIFT transaction manager roll-out and global adoption of ISO 20022 for CBPR+, the renewal project of T2/ESMIG (the pan-European RTGS) and instant payment solutions.
